John Morley, .Secretary ot State for India, and Sir llcnry Fowler, I Chancellor of the Duchy of Lancaster, I have been created viscounts. Both retain their offices.

Alterations in the Cabinet have been made as follows:

Lord President of the Council. — Lord Tweedinouth (late First Lord of the Admiralty). Colonial Secretary. —Earl Crewe (late Lord President of the Council). Chancellor of the Exchequer—llr. Lloyd George (late President of the Board of Trade). First Lord of the Admiralty.—Mr. Reginald Mclvenna (late Financial Secretary of the Treasury). President of the Board of Trade. Mr. Winston Churchill (late Under Secretary for the Colonies). President of the Board of Education.—Mr. W. Runciman (late Secretary to the Local Government Board). The above are all members of the Cabinet. The unmentioned members of the late Cabinet retain their offices. Other alterations in the Ministry ale: Under Secretary for War—Lord Lucas. Financial Secretary t-o the Wai Office.—Mr. F. T. Ackland. Under Secretary for India—Mr. T. 11. Buchanan ■ (late Secretary to cne Local Government Board). Mr. Reginald McKeuna does not vacate ('! vacates) his position as financial Secretary to the Treasury. Il is expected Mr. C. E. 11. llobliou.se will be appointed Secretary to the l'leasing■ Mr Herbert L. Samuel, Under Secretary for Home Allah's, declined promotion, preferring to pilot the Children s Bill through Parliament. Viscount Morley informed his eonstitucnts that the state of his health compelled liini to choose between resigning lijs office or withdrawing from the House of Commons. He chose the laucr course at the instance of his colleagues.

The Chronicle says that apart from Sir Henry Campbell-Baniienuan's loss, the reshuffling of offices and the in; troduction of new blood have undoubtedly strengthened the Government. Earl Crewe's appointment tends to secure harmonious relations with the colonics, but since he is unable to make concessions in respect to preferential treatment, his tenure is not likely to be a conspicuous success. Mr. Churchill,, the Times says, has yet to win the conlidence of business men, since brilliant rhetoric does not go far. _ ... The Times says that Lord Elgin decHned a marquisate, and that Earl Crewe leads the House of Lords.

The Telegraph sayß that Ml'. Asquith is no Little Englander, but his uncompromising Cobdenism will bar the way with regard to the paramount problem of oversea relations with the Motherland.

The Daily News is of oginion that Mr. Asquith has a great opportunity, but that lie needs great courage.
