SENATE'S FINANCE COMMITTEE'S RECOMMENDATIONS. I Received 18th, 9.29 p.m. New York, February 18. The Senate's Finance Committee desires to amend Mr. Aldrioh'n Bill by eliminating the clause re railway bonds as security for the. national bank note circulation. The Committee advise that tho banks be prohibited from withdrawing more than nine million dollars of circulation in any otic month,
