GERMANY'S WAR CHEST.
TO BE KEPT AVAILABLE FOR USE. Received 18th, 9.32 p.m. Berlin, February 18. The German Government refused the use of 120 million marks from the war treasure kept in Julius Tower at Spandau for the Empire's current necessities, insisting that the treasure must be kept available in time of war.
