' LORD ROBERTS' CRITICISM. London, March 10. In the Hotue of Lords, Lord .Middleton initiated a debate on the Army With particular reference to partially trained batteries. Lord Roberta urged that forty effieknt batteries would be much more effective tkan a greater number of territorial batteries which were untrained Md Mt properly organised and might •TO be a source of danger to those ustkg them. He contended that to trust amateur artillerists would be to court disaster. The country should be sufficiently garrisoned to protect from an invader. The debate was adjourned.
