The reservation, however, would only apply pending the construction of a railway between West Australia and Smith Australia. It is 4llao recommended that subsidised foreign ships be prohibited from participating in the coastal trade. Endorsement is given to the Imperial Navigation Conference proposal for exempting from new conditions involving structural alterations in the accommodation for officers and crew all vessels built prior to the enactment of such conditions.
