Tbs Dowager of China, whose health fa fast declining, convenes a conference of notables to prepare a scheme for removing the racial distinctions between the Chinese and Manchus within a decade. The reforms are likely to include permiasion for the daughters of upper-class Chinamen to marry imperial, and the abolition of binding the feet of Chinese fonalei.
