THE TREATY SIGNED. ~ ITS RECEPTION. London, September 2. Received Sept. 2, 9.34 p.m. The Ang.o-Russian agreement has been signed in London. The Times hopes it will prove a most important instrument for securing the peace of the world. The general tenor of the Russian press is favourable. The Daily Chronicle says a section _f the Liberal Party view the agreement with some apprehension. The treaty will be published when ratifications have been exchanged. A PESSIMISTIC CRITIC. It may be possible to reach an understanding regarding Per=ia and Tibet, but he is pessimistic of obtaining reliable guarantees concerning Afghanistan.
