The Pall Mall Gazette condemns the Government's willingness to sacrifice British interests while' presuming an absolutely unattainable ideal. The Westminster Gazette considers Sir Edward Fry followed only the practical line of advance. The Scotsman and Manchester Guardian suggest Sir Edward Fry'B offer to make naval construction the subject of private diplomatic negotiations as likely to infringe Parliament's power of conItrol of the naval policy.
