THE LOAN GUARANTEE»BnIi. ' DISCUSSION IN THE HOUSE OF. COMMONS. SAVING THE GOVERNMENT FROM THE MINE-OWNERS.. Received 20th, 11.6 p.m. London, August 20. In the House of Commons the Transvaal Loan Guarantee Bill was read a second time by 199 to 02. Mr Winston Churchill made an elaborate defence, denying that there was any connection between the guarantees and the repatriation of Chinese. He admitted that unless the guarantee was offered, the Transvaal Government would be compelled to appeal, hat in hand, to the mine-owners for a loan, and tjiey, might stipulate for the retention of the Chinese. Mr Lytteiton contended that the Government was blameable for not securing better treatment for the Transvaal civil servants and British Indians before guaranteeing. Mr Asquith said there was no corrupt bargain. Mr Botha was free to propound any Chinese policy he likes.
