THE SCOURGE IN INDIA. Bombay, August 19. King Edward, in a personal letter to [ the Earl of Minto, Viceroy of India, expressed anxious concern at the progress |of the plague. He was deeply moved when he thought of the misery endured j by his Indian - subjects with such silent patience. Ho earnestly prayed that the further measures *takeu by the Government would prove successful. Lord Minto, in communicating King Edward's sympathy to the public, oxplained that the enormous difficulty experienced in eradicating "the scourge was largely owing to the people's inability to understand the Government's sanitary and hygienic measures Lord Minto added: "The leading principle of the plague campaign is that the people must work out their own* salvation." The Government cannot insist [with unreasonable severity upon the acceptance of Iheir ideas of .modern hy. Igiene."
