RAISULI AND KAID MACLEAN.
Morocco, July 23. Raisuli refuses to negotiate for Sir Harry Maclean's release excepting with the Powers, who alone are able to restore to him the Governorship of the asonotain tribe*. A forte of 1270 men has left Fez to operate against Ralsuli. Another force Mm* Tetuan to-day.
