THE FRANCO-SPANISH-ANGLO AGREEMENT.
A FRENCH NEWSPAPER'S EXPLANATION. Received 18th, 11.20 p.m. Paris, June 18. The newspaper ''Debats" considers the Franco-Spanish-Anglo agreements are for the Western Mediterranean, and means for the adjacent countries concerned what the Franco-Japanese agreement means for the Far East. The paper adds: "Nobody but those believing that a disturbance of the status quo might benefit themselves could regard the agreement with disfavor."
