Received 27tli, 10.7 p.m. Capetown, February 27. Ex-President Stcyn, in an open letter to the people, states his resolve not to seek election. lie warns the colony ajainst pitting fcce against, race. The new d'amoud field had introduced capitalism, and the people must fight unscrupulous capitalists, who may endeavour to secure the admin'stration. lie was thankful for the existence of the mines, but fears the advent of trusts.
