m JUSTICE BUCHRELL'S REPORT PUBLICATION OF FINDINGS URGED. INSINUATIONS BY COMMONERS QUESTIONED. Received iSth, 5.12 p.m. Jonannesbutg, Nov. 17. The Bishop of Pretoria and the Johannesburg Star urge Lord Elgin to publish the gist of Justice Buchrell's conclusion relative to the moral •andition of the Cninese compounds on the Rand. The Bishop declares that insinuations made by some of the member;, of the House of Commons, that tho offence, were condoned, reflect upon the character ot the people. He asks to be told frankly the truth, and the worst. Personally ht believes that neither the truth ucr the worst is so bad as the insinuations made would lead people to suppose.
