The launching at Yokohama of the the ba.tle-hip Satsuma, was attended by a sensational incident. I has transpired that a number of foreign resident* of Yokohama laid wagers of 7 io 3, to the extent of a hundred thousand sterling, agaiii-t the launch being successful. Several Japanese workmen were arrested prior to the launch taking place, the supposition being that tliey, with others, had been bribed to obstruct the ways. The preliminary examination of the prisoners, however, did not show that the be.ting was connected with the alleged plot.
