THE CUBAN INSURRECTION
AMERICAN CRUISER ORDERED OUT. THE CONSTITUTION SUSPENDED. Received 12th, 9.56 p.m. New York, September 12. The American cruiser Dea 1 Moines has been ordered to Havana. Havana, September 11. President Palma suspended constitutional guarantees, and ordered the arrest of the Liberal Senators and Congressmen forming the Centraal Revolutionary Committee/at Havana. The rebels agreed to submit if half the Senate and Chamber resignd, and new elections were held, the Palma Government retaining office.
