AN INVALID BY-LAW.
TEE MESS ASSOCIATION. DUNEDIN, August 3 . Mr W. (J. Riddoll, S.M., to-day gave ■lis considered decision, deciding that tho heayy traffic by-law of _the Taierj County Council was invalid, on the ground that there was no proof 1 that it had been sent for approval to the Minister of Public Works, within ■ seven days after it was made. The i provisions jof tho Counties Act had ieen complied with, but there was no proof that the proyision of the Public , Works Act had been complied with.
