The Douma's Agrariaa Committee rejected the Government's agrarian programme, and advises that an appeal be made to the peasantry to remain calm pending, the carrying out of the Donma's scheme. The committee'strongly favor the cx-propria-tion of land-owners.

An animated debate is proceeding, reformers insisting that it is folly to defer an appeal until the towns and villages are in flames, and the whole country engulfed in anarchy. It is reported at St Petersburg that the co-operation between the Council of the Empire and the Dooms has thoroughly alarmed the Czar, excluding all hope of a Constitutional Democratic cabinet.
