A missionary laboring in the Congo Free State statss that the GovernorGeneral of the Congo refused to allow the British Vicu-Conaul, Mr Armstrong, to obey Sir Edward Grey's instructions to act as counsel for the Rev. Mr Stannard, in the case wherein he was recently fined for libelling Major Ragstrom.
