Fearing the Douma will be unable to secure a settlement of the agrarian question, peasants are preparing to seize the land, especially at Norough SaratoS, and Grodno. The Government offers lawless peasants in the central and southern pro viaces three and a half million acres on the right bank of the Volga in the Samara district.
One hundred and sixty-three seamen who were implicated in the mutiny on the battleship Kniaz Potemkin, and who remained in Boumania, have peti tioned the Douma to obtain an amnesty.
Eussia offered the Boumanians 20.000 roubles to kidnap Matusehenko, the ringleader of tlio mutiny, and deliver him in Russia by sea. A friend, however, ■ enabled lum to quit Soumania.
