AN EX:"iiir APPOINTMENT. Lokdon, May 15. The Selection Committee has appointed Lieut.-Col. H. J. Foster, of the Boyal Engineers, late Military Attache at Washington, Director ef Military Science at Sydney University, It is considered an excellent appointment. Owing to the Colonel's scientific and strategic qualifications the War Office hesitated to part with so valuable an officer.
