Eeceived 17, 12.20 a.m. London, May 16. The Colonial Marriages Bill was read a second time, without division. Lord lilgin explained that it legalises in Britain, past and future Colonial marriagos with a deceased wife's sister, between parties domiciled m the olonies. It was hot retrospective with regard to property. There was a strong feeling in the Colonics on the subject and in the interests of the Empire the grievance should be removed. Lord 3 Halifax and Salisbury denounced it as a flank movemsnt to alter the Motherland law. Lords Strathcona and James supported the Bill, the latter saying LordLtnsdowne also supported it:
