(Received May 17, 10.53 p.in.) LONDON, May 17. In the House of Commons the finance Bill was read a second time by a majority of 56 votes. In the House of Lords, Lord Coleridge initiated an interesting debate on the Chinese labour question. The Archbishop of Canterbury and others admitted fair treatment, but hbped the moral aspect would be adequately considered. Lord Lansdowne, Minister for Foreign Affairs, jjx a re-assuring reply, said the experiment of obtaining • Chinese labour for the Hand was not taken light-heartedly. If successful in its object it would save the mining industry from ruin. * . •
