A CABLE CUT. (Received April 19. 9.59 p.m.) LONDON, April 19. Reutcr's agency at Manila reports that three warships of unknown nationality were sighted off llobangas at dawn to-day. Too Daily fail's Singapore correspondent reports that Russian agents cut the Foochow-Tamsui (Formosa) cable. The Daily JJtaU's Manila correspondent report* that-'sixteen. Japanese cruisers and; destroyers are scouting near Sainpalbk Point. Six Russian colliers are reported in Lingayen Gulf (Philippines).
