BOZHDESTVENSKY'S MADAGASCAR VISIT. FRENCH NEUTRALITY. STRICTLY OBSERVED. (Received April 19, 9.53 p.m.) -LONDON, April 19. Two hundred : thousand Russians are on the Changchun-Kirin line and to the southward. Le Temps states that Admiral Rozhdestvensky, while at Madagascar, remained outside the limit of French territorial waters. There was no evidence that he would show lessreserve on the Indo-"hina coast. The paper expresses itself as convinced that Japan wiH approach the inquiry regarding his stay at Kcrmanh'in a reasonable aKd moderate spirit, knowing that France has heretofore strictly fulfilled her duties of neutrality.
