SHIRKING SERVICE.
HEAVY JEWISH DESERTIONS, ST. PETERSBURG, Audi 19. It is officially reported that out of 1,004,075 men liable to service in the army last year 21,489 have not joined the colours although not exempted. Out of 47,440 Jews liable for service 21.164 deseited. The number of deserters was greater •:" some provinces than in others, ranging 41 per cent. In Vitebok, 03 in Volna, and 84 in Kovno districrs.
