j THE FEDERAL CAPITAL SITE. (Received April 13, 10.3-1 a.m.) SYDNEY, April '1.3. Strained relations exist between Mr Carruthers and the Federal Government. owing to the failure to obtain the settlement of'a matter of £2.'i,000. Till the money was advanced to the Savings Bank' Mi- Carruthers was disinclined to hold any further negotiations. Mr Carruthers submitted to the Minister for Home AlTairs a strong memorandum against the selection of the capital site at Dalgety, as ft would cost £2,000,000 to provide proper railway facilities. The Constitution never contemplated taßing 900 square miles of territory, which was equivalent to confiscation of NewSouth Wales territory, while the desire to secure a seaport would penalise the State owing to the loss of j-Custonis duties. The memorandum refers 'to the eligibility of Lyndhurst, Tiimut, and Yass as sites.
