Mr. Chamberlain's Views.
HOME RULE A SERIOUS DANGER BRITAIN COMMERCIALLY WEAPONLESS. (Received April 13, lo.l'l p.m.) LONDON, April 13. Mr Chamberlain, at the annual meeting of the Liberal Union Club, advocated a mutual defensive alliance between Great Britain and Japan. He still regarded Home Rule as a serious danger, and thought that Germany's commercial treaties were likely to be injurious to Great Britain, who was weaponless, and unable to protest. The necessity for meeting the, wishes of the colonies would become daily more evident. If those at Home refused to discuss matters of great interest to the colonies they would lie discouraged and would turn to other suitors, who were less pedantic and superstitious. The meeting, believing that the time has come to completely reform the fiscal system, apgroved of Mr Balfour's Manchester speech on Jan. 26.
