The Agreement. * LONDON, March 2:5. The Times says the North German Gazette's assurance that the Kaiser's visit will be of a non-political character is satisfactory, but the visit is not particularly xvell timed. The references to Tangier are singularly uncalled for, the circumstances uf the two cases being altogether different. Moreover, Bismarck instigated France to intervene in Tunis for the purpose of introducing a bone of convention xvith other Poxvers. Great Britain, in accordance with the Anglo-French agreement, xvould cordially assist France in following its lines, Germany has no more claim to Morocco, and no less, than any .European Power. TO WELCOME THE KAISER. (Received March 24, 9.25 p.m.) TANGIER, March 24. The British colony at Tangier is erecting a triumphal arch with an inscription welcoming the Kaiser. OPINION IN PARIS. (Received March 21, midnight.) LONDON, March 24. It is stated that the Kaiser's visit to Tangiers ia viewed in official quarters in Paris xvithoiit disfavour or apprehension.
