STILL OFF COAST OF MADAGASCAR. lINIEVITCH REPORTED TO HE GOING HOME. (Received Feb. 21, 9.11 p.m.) LONDON, Feb. 21. The Baltic Fleet and colliers tota,ling 70 are oil Nossi-Be, near Madagascar. They are making huge purchases of stores, including champagnes and other delicacies. Several Russian destroyers and six colliers are off Dicgo-Saurez. General l.inicvitch is likely to return to Russia on account of disagreeing with General Ivuropatkin.
