CAPTURE OF BLOCKADE RUNNERS.
GENERAL KTROPATKIN'S RAILWAYS. LONDON, Feb. 20. The Japanese captured the Powderhorn and Silviana, British colliers, bound to Vladivostok. General Ivuropatkin has established light railways connecting Fns-hari, Yenling, Fushun, and the I'pper Shaho, indicating his intention to turn General Kuroki's right. It is officially announced at Chefoo that Captain Cuverillc, French Attache, and Captain Gilgenheim, German attache, at Port Arthur, who some months prior to th; surrender escaped on a Chinese junk, and who [were not again heard from, were | thrown overboard and drowned. The master and a sailor of the junk confess to the crime.
