A COMMITTEE OF INQUIRY.
VARIOUS SUGGESTIONS FOB INVESTIGATION. (Received Feb. 13, 10.1."5 p.m.) St. PETERSBURG, Feb. 13. The Czar has appointed Senator Chidlovski president of a committee to ascertain the causes of the workmen's discontent at St. Petersburg, and to devise remedies. The manufacturers and the workmen will be represented on the committee. The Imperial Russian Technical Society urges the convening of a panRussian Congress, representing labour, capital, and science to consider labour questions. Tht -Moscow municipality has refused to obey the Governor's summons to discuss the settlement of the labour troubles, because it was enjoined that their debates should be held in secret.
