America's Arbitration Treaties.
(Received Feb. 13, 10.15 0.m.) WASHINGTON, Feb. 13. The Senate, by 59 votes to 9, amended the arbitration treaties by providing that whenever a controversy proper for atbitration arises a special treaty must be negotiated instead of a mere agreement between the executive Governments, and that the Senate must ratify the treaty before arbitration. Senators assert that they are merely protecting their constitutional rights, and are not hostile either to the principle of arbitration or to any Power, least of ' all to England. I President Roosevelt asserts that ' the amendment nullifies -the treaties 1 and that it is useless to ratify it. As amended the treaties amount to a specific pronouncement against the whole principle of a general a titration treaty.
