THE SUGAR DUTIES.

MR CHAMBERLAIN PROPOSES REDUCTION. ' REASON OP PRESENT TROUBLE. ( (Received Deo. 5, 10.45 p.m.) LONDON, Dec. 4. Mr Chamberlain, In replying to complaints from Birmingham confectioners, declared that an important item in his policy would be the redaction of duties on tea and augur and the transfer of imposts to other articles of general consumption. It was remarkable, he said, if the high price of sugar was duo to the tax, that the result had only' manifested itftlf long after the imposition. The sudden and serious fluctuations were really entirely due to changes in re-' lation to supply and demand, and would be remedied by increasing the sources of supply. It was therefore essential to remove the artificial hindrances of production.
