(Per Press Association.) WELLINGTON, Oct. 27. In the Legislative Council the Land and Income 'l\ax Hill ujkl Wellington' City Leading Hill passed their final stages. The following bills posßed tine second roa-ding—Mid-wives, Public Health Act Amendment, Fertilfpters, Weights and Mear sures, .and Native Land Duty Abolition. The House was occupied all the afternoon debating the tfiird reading oi the Referendum Bill.
