GERMANY'S EMPEROR.
SUPPLIES ANOTHER SENSATION A HEMARKABLE TELEGRAM, (Received July 11, 10.44 p.m.) Bt, PETERSBURG, July 11. The Kaiser, as honorary colonel of the Wlborg Regiment, telegraphed congratulations on the regiment's prospects of meeting the enemy, and added his sincere wishes to accompany it, "and may God bless its standards," The telegram has created a sensation in Russia, many people believing that it herialds an early cessation of neutrality. Diplomats associate the telegram ,with the approaching commercial treaty negbtiations. I* is unaerstood that Russia Is prepared to grant concessions in exchange for a benevolent neutrality, and assistance with loans, and a continuance of Germany's aid in keeping the wemies df Rujssia under police surveillance.
