CZAR. KUROPATKIN'S PLAN. t (Received July 11, 11.19 p.m.) LONDON, July 11. The Dally Express publishes the text ol General Kuropatkin's secret report furnished to the Czar on the best means of invading India. He advises tlie employmet of a force of 116,000 men, divided into two armies. These would march via Merv to Kandahar and from Samarund to Kabul, utilising the Bolan and Khy'be* Passes. The plan proposes that the conqueror should pacify the Ameer and conciliate Persia. General Kuropatkin remarks that a casus belli may always be found through a collision between Afghan end Russian outposts.
