OVERTURES TO JEWISH FINANCIERS. St. PETERSBURG, Juno 8. The Russian Minister for the Interior (M. de Piehve), fearing that a cessation of public works will lead to outbreaks, bus appealed to Jewish bankers in Russia to assist in a fresh loan. They declined, unless the Jews were granted concessions. The Minister thereupon issued a secret circular enjoining provincial Governors not to embarrass Jews, even if they lived outside the allotted residential areas. He then made overtures to Berlin bankers, which resulted in the offer to float a loan conditionally on reform in Russia, including further concessions to the Jews, and a modification of the Finnish policy.
