THE KAISER SPEAKS.
(Received April 29, 10.50 p.m.) TIERLIN. April 29. Tho Kaiser arrived at Karlsruhe on his return from a cruise in restored health. Replying to the burgomaster's welcome and remarks on events in the Far East and German Southwest Africa, he agreed with the burgomaster that Germany's task was a difficult one. He spoke hopefully of the unifying influences of the memory of such great times as the battles of H'oerth, Weissenburg, and Sedan in the establishment of Empire. The events now moving the world should cause them to forget internal discord. He hoped peace would be undisturbed and that events now lining enacted before their eyes would clear their vision, steel their courage and find them united if it became necessary to intervene in the world's policy.
