CHINESE LABOUR QUESTION. LONDON, Feb. 4. A Blue Book, showa that Lord -MilDOT, High Commissioner for South Africa, is convinced of the change of opinion at Johannesburg regarding Chinese. Lord MHiner counselled the postponement of the loan owing to the condition of mining and the lack of laiids, also owing to the unfavourable state of the money market. CAPETOWN, Feb. 4. Replying to a protest made in the Transvaal Legislative Council against the Imperial Parliament's intervention regarding the Imported Labour Ordinance, on the ground that it was a dangerous principle to submit .local questions to politicians ignorant of the conditions involved, the Attorney-General said he was not aware of any such intention, though he would remind the Transvaal Council of the scope of its.Parliamentary prerogative.
