WAR UNAVOIDABLE. RUSSIA DELAYING TO ASSIST PRINCE ALEXIEFF. (Received Feb. 6, 1.2 a.m.) LONDON, Feb. 5. It is officially announced in St. Petersburg that officers of all regiments of the Guards will be permitted.to volunteer for service in the Far East. The Times' Str Petersburg correspondent says it is almost impossible to believe that war can be averted. Russia can make no concessions and the Czar's hesitation has been overcome. The New York Herald states that Russia is sending troops to Seoul on an unconfirmed allegation that Japan already has three thousand there in disguise. The Herald also alleges that the Korean Government invited the Japanese. Four companies of Russians have left *Rort Arthur and Yongamp,ho lor points along the Yalu River. The Morning Post says the delay in forwarding tjie Russian reply is attri/bfjted to a desire to give Prince Alexieff time to prepare for the possible consequences of its deliver)' to Japan. RUSSIA IN MANCHURIA. (Received Feb. 6, 1.14 a.m.) LONDON, Feb. 5. ]» the House of Lords Earl Percy stated that frequent representations had been made to Russia by the British Government, in regard to the delay in the evacuation of Manchuria.
