FKB FKESS. ASSOCIATION, Dunedin, October 28. In discussing the balance-sheet in the City Council, the Mayor said that before the Government etarted to raise money locally, money could be borrowed by local bodies at 4 per cent, above par. Since then, however, there was difficulty in obtaining money at par.
