Ddnedin, July 29, The thaw yesterday in Central Ofcago did practically little good, as there was a keen frost again in the evening. Sir Joseph Ward has given instructions for the free carriage by rail of fodder to the affected districts, and, where it is absolutely necessary, for the conveyance of stock free to places where feed is available. The difficulty, however, is to get the fodder from the railway to the sheep, as to get the sheep to the railway is impossible.
