HARBOUR EXTENSION.
The Harbour Board's proposals for financing the extension of the breakwater and providing the facilities for the growing trade of the enormous district, of which it is the chief port, ard now before the public and will, it is to be hoped, receive fair and full consideration. We are not prepared at such short no ire to go into the m nits of the proposals submittid. The question is a very large one and rrquires very cartful handling, and there'are many grave difficulties in the way, not the least of which is the very strong opposition on the part of a large section cf the ratepayers. A good de*l of this opposition arises from the bilief thai 1 it is impossible to make a safe harbour! at New Plymouth and that suc'a a hat bour, even if possib'e, is nut re quired. The cheapness of freights to the smaller ports is quoted, the fact that this is due to the existence of the port at the breakwater being altogether ignored. Later on we shall take occasion to deal fully with this question.
