TOLSTOI'S ADVIOE TO THE OZAR. PEB PRESS ASSOCIATION. St. Petersburg, May 15. Count Tolstoi wrote to the Czar urging him to buy Ur.d and transfer it to tha peasantry at a cheap rato. He declared the Czar alone was able to rehabilitate them, unlesinfluence prevented him.
Tne Ozar, in thanking Count Tolstoi, declared that his letter contained many truths.
