PEE pbess association. Dujbdin, May 3. | The National Council of women opened its annual session to-day. In the afternoon a meeting was hald in committee, when the secretary and treasurer presented reports, which were adopted. The balance-sheet showed that the Council has £4l odd to carry forward. The meeting in the evening was open to the public, and was well attended. Mrs. Sheppard presided, and delivered an address, in which ehe touched generally on subjects likely to engross the attention of the Council. Mrs. Tasker gave a lengthy address on parental responsibility, which evoked considerable discussion, its tenor being that states and municipalities had responsibilities as well as parents, and where parental responsibilities were neglected states and municipalities should step in,
