A scarce!y.veiled reference to Herr Hittier was made by the,' Bishop of Birmingham, Rt. Rev. E. W. Barnes, when speaking im London. Dr. Barnes said: “Recent Continental history shows how even a public house politic, an and dosshouse dreamer can get a clientele which will swell dangerously in times of public emotion and disorder. “When a Dictator has as many followers as he can pay he can create armies and munitions actually on a rake’s progress. This must end in bankruptcy and revolution, or possibly a successful war. “If there is a chance' of war averting, his downfall, a Dictator plunges.” Referring to Italy, Dr. Earnes added: “Signor Mussolini’s attempts to force up the birthrate are pathetic. Quality, not quantity, is important.”
