BRITISH SCHEME. Bill Debated in Parliament (British Official Wireless.) Rugby, April 8. ■1 The second reading the physical Training and Recreation Bill, ed- to give effect to th© Govi'rnmdnt'» scheme for improving the h »alth and physique of the nation, was moved in the Hous© of Commons to-V.iy by the Minister ot Education, Mr. Oliver Stanley, who claimed that both the object and the details of the scheme bad met with general apprival. Mr. H. B. Lees-Smitb, foi the Labour Party, expressed t're tear that the scheme war' directed too much toward meeting the needs ot blackcoated workers and ne.-lec'.ed the requirements ot workers lit. J&ctiorles ind mines. For the Liberals, Sir Francis Ackland emphasised the vitil importance of a parallel campai/fh lor bert-'ernu-trition, but both speakers gave qualified support to the meaiiuie. Lord' Burghley, who is chairman ot the Advisory Council under the BUI, said they were njt out to produce champions. He could nature thtem that champions were freaks. They wanted to raise lhe stat dard of the moderate perforn/-r and make people realise that physical fitnest' brought happiness and friendships. That change of mind must comb from propaganda. Mr. Anthony Eden: ’lf nome Tyneside shipwrights’ apprentices took up rowing and produced a firstclass eight would Mr. Oliver Stanley use his influence with tile Henley authorities to get a relaxation of the rule barring people engaged in manual occupations from rowing there? ' Sir J. J. Withers asked whether there was' really a rule to that effect. Mr. Noel Baker said the rule of the Amateur Rowing Association was that a man who earned a living by his bands was ineligible. Sir J. J. Withers: I will certainly do my best to get the rule revised. (Cheers). Th Bill passed the second reading without a division.
