PLOTS AGAINST REGIME Former Ambassador Arrested Press Association —Copyrighr. Received 11 a.m. London, April 1. The Riga correspondent of the Times says that unofficial reports from Moscow state that M. Rakovsky, former Ambassador in London, has been arrested as a Trotskyite and a wrecker. ‘ M. Joseph Stalin, setting out a new programme against sabotage and Trotskyism recently, said that France and England were full of German spies and wreckers, while Germany was equally full of English and French spies and diversionists. He blamed Soviet officials for not detecting plots against the regime ,and declared that Trotsky’s reserves were inside and outside Russia.
