Change of Methods. Melbourne, March 27. Police methods in Victoria for obtaining identification of suspected persons are to undergo an early change. The new Commissioner, Mr Duncan, intends to substitute the identification parade principle. He has drawn up rules along the lines of the standard English system. Persons put up for identification are to be told beforehand that they will be placed among eight or more others like themselves, that they may 'Stand how they choose, that no indication of their identity will be given to witnesses, that they may object to any of the persons selected for the parade or of the arrangements and that they may have a solicitor or friend present. Police are not to be employed in parades unless a member of the force is involved in the case. Members of the force associated with the case must take no part in the identification proceedings and witnesses must not be shown photographs or assisted verbally.
